An HSW (Asbestos) Regulations 2016 Regulation 32 compliant template for Class B licensed asbestos removal work, reviewed by occupational health and safety professionals.
Every PCBU carrying out Class B asbestos removal work in New Zealand must prepare an Asbestos Removal Control Plan before work commences (HSWR 2016 Regulation 32). This template gives licensed Class B removalists a job-ready ARCP with pre-drafted methodology, control measures, decontamination procedure, waste handling, and clearance handover sections — not a blank form, and not an Australian template you have to retro-fit to NZ regs.

The 2018 ACOP has been superseded by WorkSafe guidance issued since. Methodology, PPE specs, and clearance criteria have moved. An old template puts your licence at risk.
AU ARCP templates reference SafeWork Australia model regulations. NZ-specific items — Reg 32 duty, Reg 67 prohibitions, AS/NZS 1716 RPE selection — are either missing or wrong.
This template is for Class B (non-friable) removal only. If your job involves friable asbestos, asbestos-contaminated dust clearance, or soil contaminated with asbestos, you need the Class A version or the Soil Plan.

Regulation 32 of the HSW (Asbestos) Regulations 2016 requires an ARCP to include each of the following content items. The template addresses each item in the section noted.
HSW (Asbestos) Regulations 2016 Regulation 67 prohibits the use of the following equipment on asbestos or ACM unless specifically controlled measures are in place. These items are prohibited because they aerosolise fibres at a rate that overwhelms standard wet-method controls.
Section 7 of the template incorporates these prohibitions into the work-step controls — no worker can sign off a step that involves a prohibited tool.
WorkSafe NZ Workplace Exposure Standards and Biological Exposure Indices, Edition 14 (effective November 2023). Counting method: membrane filter method consistent with AS 3640. Laboratory analysis: IANZ-accredited laboratory recommended.
Air monitoring is not legally mandated for all Class B removal work (unlike Class A, where it is mandatory per Subpart 6). However, control monitoring is good practice for any sustained Class B removal in an enclosed area, and clearance monitoring is good practice for any removal where the work area will be re-occupied within 72 hours.
