What is Tōtika?
Tōtika is New Zealand's national contractor health and safety prequalification framework, used by councils, infrastructure clients and major contractors to verify that a contractor has a functioning H&S system before work is awarded. It aligns a number of underlying schemes, so a rating from an aligned scheme can carry across rather than requiring a separate assessment for every client.
What documents do the schemes ask for?
In broad terms: a current health and safety policy, documented procedures, hazard and risk registers, incident reporting and corrective action records, training and competence records, emergency planning, and evidence of worker participation. Critically they also ask for evidence the system is used — signed toolbox records, completed pre-start assessments, inspection reports with corrective actions closed out.
Which documents should I start with?
The health and safety policy and the hazard register are the foundation and are asked for universally. From there the manual supplies the documented procedures, and the incident, risk, emergency and toolbox documents supply the remaining sections. If you only buy two, buy the policy and the hazard register.
Will buying these documents get me a pass?
No, and any supplier telling you otherwise is overselling. Templates supply the documented-system layer, which is where most applications fall short. What they cannot supply is evidence of use — completed records accumulated over months. Assessors look for both, and the second part is genuinely yours to build.
Do you sell a prequalification bundle?
No. Each document is sold separately at full price. We do not run bundles or multi-document discounts on the New Zealand catalogue.
How long does prequalification take?
That depends on the scheme, your assessment tier and how complete your submission is on first pass. The most common cause of delay is submitting a policy with no documented procedures behind it and then having to build them under time pressure.
